How to make THIS Texture --->
Dont claim this tutorial as your own (do NOT repost it!)
Comment!
Open this stock picture
Go to - Filter/Blur/Gaussian Blur
Set the radius to 25,0 pixels, Press OK
Duplicate the layer! Go to Filter/Blur/Radial Blur
Set the amount to 70, Press OK
Go to Layer/New adjustment layer/ Brightness Contrast!
Take the brightness down to -100 and contrast to +43
Merge the layers, use the blur tool to blur the sharp areas (optional)
And you are done!!! =]
